Situation 6 - The Student has resided in Québec for twelve months before the beginning of the semester and was not studying full-time at a Québec educational institution during that 12-month period.

Required documents (2 or more)

Proof that the student was not a full-time student during the entire reference period: Number of required documents
  • Québec Ministry of Education Permanent Code (so that Concordia may request proof from the Ministry of Education)
     
  • Sworn statement that the student was not a Full-Time student.

    Reference period: The 12 consecutive month reference period must occur within the 18 months preceding the start of the academic session where the student is enrolled full-time or part-time.

    For example:

    Summer 2005 - November 1, 2003 to April 30, 2005
    Fall 2005 - March 1, 2004 to August 31, 2005
    Winter 2006 - July 1, 2004 to December 31, 2005

    Summer 2006 - November 1, 2004 to April 30, 2006
    Fall 2006 - March 1, 2005 to August 31, 2006
    Winter 2007 - July 1, 2005 to December 31, 2006

AND AND either
  • Québec Medicare Card
    A copy of the student’s valid Québec Medicare card.

    Note 1: Expired Québec Medicare cards are not acceptable.

    Note 2: The Medicare card must be verified to establish proof of dwelling for the twelve reference months as per the guidelines issued by the MELS to be considered valid for Québec tuition rates.

OR OR
Proof of domicile - the students’ principle and permanent domicile is in Québec.
  • A copy of the students’ property tax bills that cover the reference period preceding the academic session for which the student is applying for Québec resident tuition rates.

          OR

  • A copy of the students’ school tax bills that cover the reference period preceding the academic session for which the student is applying for Québec resident tuition rates.

          OR

  • A copy of the students’ leases that cover the reference period preceding the academic session for which the student is applying for Québec resident tuition rates.

          OR

  • If the students’ lease has expired, a copy of the expired lease along with a copy of a landlord letter confirming that the lease has been renewed, that covers the reference period preceding the academic session for which the student is applying for Québec resident tuition rates, along with the expired lease.

  AND  
  • Two different pieces of official correspondence addressed to the student, proving the receipt of mail during the period in question at the address indicated on the lease or municipal tax assessment.
  The following documents will be accepted:
  • public service invoices
  • driver’s license
  • official correspondence from a municipal, provincial or federal government
  • official correspondence from a financial institution
  • correspondence from an educational institution

Note 1: The student must have resided in Québec for 12 consecutive months of the 18 months preceding the start of the academic session for which the student is applying for Québec resident tuition rates.
 
Note 2: The student cannot have pursued full-time studies at a Québec CEGEP or university for 12 consecutive months of the last 18 months preceding the start of the academic session where the student is enrolled full-time or part-time.
 
Note 3: If the student resides in a dwelling where his/her name does not appear as a legal tenant then the student is REQUIRED to present the lease of the legal tenant covering the required reference period AND a letter from the landlord (owner) confirming that the student dwelled at the address of the lease. All such letters will be verified for legal validity.
 
Note 4: If you cannot provide all the documents required for this situation then you are not eligible for Quebec Resident status under this situation.
 
Note 5: For Quebec Residency purposes, for Undergraduate students, Part-Time is defined as registration in fewer than 12.0 credits per session. Full-Time is defined as registration in 12.0 credits or more per session.

For Graduate students in a Graduate Independent, Diploma or Certificate program, Part-Time is defined as registration in fewer than 8.0 credits per session and Full-Time is defined as registration in 8.0 credits or more per session.

When counting the number of credits per term, courses with the grade DISC are included but courses that were withdrawn before the deadline to obtain a refund and that received the grade DNE are not included.

Graduate students in a Masters or PhD program are classified as Full-Time or Part-Time at the time of initial registration in the program. This classification of Masters FT/PT status may be used for Quebec Residency purposes.
