Roles and Responsibilities
 
 
Students
To establish their Québec Residency status by providing to their educational institution the required documents before the end of the session in order to be recognized as a Québec Resident.

 
Educational Institution
  • To provide explanations of the rules to students, to observe and uphold these rules and to collect the supporting documents from students.
  • To make a decision on each students’ application and to establish the invoicing policy of the institution.
  • If necessary, to convey the complaints of students to the MELS. These complaints must be addressed in writing so they can be taken into account when the rules are revised in order to update the administrative guide.
  • In the event of a problem in regards to the interpretation of the guide or in exceptional situations, the educational institution can communicate with the Ministry (MELS) in order to obtain further clarification.

Students should not be directed to the Ministry (MELS) in order to have their file evaluated a second time. The educational institutions are responsible for analyzing files and making a decision, since the institutions have the supporting documents and are aware of the exchanges/communications with the student.

 

Ministry of Education, Leisure and Sport
  • To establish the regulations governing Quebec Residency, as per the definition of a Quebec Resident.
  • To support the network of universities in the application of these rules.
  • Student enquiries to the MELS shall be re-directed to their educational establishment to clarify their file.
  • When necessary, to collect student complaints for analysis to revise the rules and to update of the administrative guide.
