There are 14 situations where you qualify as a Quebec resident and are eligible for a lower tuition rate. If you are not currently eligible for the lower tuition rate in Quebec, you can plan your studies for a later date.

International students
International students cannot apply for Quebec residency status but you may be eligible for an International fee exemption.
